UPDATE: D/S Final Rule Effective Date Postponed
On September 14, 2026, the U.S. District Court for the District of Massachusetts issued an order postponing the September 15 effective date of the federal government’s Duration of Status (D/S) Final Rule. The court also temporarily blocked DHS and ICE from taking further action to implement the rule while the order remains in effect.
What this means for Penn’s international community: The Final Rule will not take effect on September 15 as previously scheduled. For now, the current Duration of Status (D/S) framework remains in place.
ISSS is closely monitoring developments and will provide additional updates and guidance as information becomes available.
No action is required at this time based on the previously scheduled September 15 implementation date.
