Penn Washington is pleased to announce that Nicole (Nikki) Hinshaw has joined the team as Global Policy Programs Coordinator.

Hinshaw comes to Penn Washington from Purdue University’s Institute for Tech Diplomacy, where she built cross-sector partnerships with industry leaders, diplomatic missions, academic institutions, and the U.S. government in support of democratic values through technology policy. Her work reflects a career-long focus on connecting higher education institutions to global policy conversations and strengthening the bridges between local and international approaches to complex challenges.

Prior to Purdue, Hinshaw served as a Program Coordinator at Arizona State University’s Leadership, Diplomacy, and National Security Lab, where she led digital strategy and supported ASU’s global research and education portfolio. She also served on the Board of The Disinformation Project, working to expand media literacy education for students across the country.

Hinshaw holds a Master of Arts in Global Communication from The George Washington University, where she received the Walter Roberts Award for excellence in Public Diplomacy studies and conducted research on virtual international exchange through GW’s Global Education Lab. She earned her undergraduate degrees in Political Science and Communication from ASU’s Barrett Honors College, with a focus on subnational diplomacy and the role of Sister Cities in bridging local and global engagement, a thread she continues to explore through independent research.

Outside of work, Hinshaw is an enthusiastic supporter of D.C. sports, plays in a recreational soccer league, and regularly takes advantage of the city’s music and community event offerings.
