Strategic Competition in the Arctic

Develop forward-looking U.S. Arctic strategy at the intersection of great-power competition, energy security, environmental governance, and the rights of Arctic peoples.

Our Focus:

The Arctic is emerging as one of the defining arenas of great-power competition in the 21st century. Penn Washington’s Arctic initiative examines the intersection of security, energy, environmental governance, and Indigenous rights, bringing together Penn faculty with policymakers, security leaders, and partners across the region to develop forward-looking U.S. and allied strategy.
