USCIS Registration and Fingerprinting Requirement for Non-citizen Children
U.S. Citizenship and Immigration Services (USCIS) has announced a registration and fingerprinting requirement for non-citizens in the United States. This interim final rule applies to individuals who intend to stay in the U.S. for more than 30 days and have not previously registered or completed fingerprinting.
Most international students and scholars at Penn have already met this requirement if they are lawful permanent residents or have been issued a U.S. visa or Form I-94. However, this message is intended for families with children who may now need to register.
Please review the following requirements carefully:
- Children age 14 or older who were not registered and fingerprinted (if required) when applying for a U.S. visa and who remain in the U.S. for more than 30 days must register within 30 days of arrival.
- Children under age 14 must be registered by their parents or legal guardians within 30 days of arrival if they have not already been registered.
- Any child turning 14 while in the U.S. must be registered within 30 days of their 14th birthday.
Important Deadline: Anyone who is required to register must do so by April 11, 2025, or within 30 days of turning 14, whichever is later.
