The Art of Governance: A Talk with Former President of Peru and Penn Alum, Francisco Sagasti

President Francisco Sagasti guided Peru through a time of great political and economic uncertainty. His administration addressed the COVID-19 pandemic, implementing measures to contain the virus and mitigate its socio-economic impacts. Sagasti also worked to restore public trust in government institutions, promoting transparency and fostering dialogue among political stakeholders, all following the impeachment and resignation of his two immediate predecessors. Under Sagasti’s leadership, Peru held successful presidential and congressional elections in June 2021, and he governed over a peaceful transfer of power.

Speaker

Fransciso Sagasti holds a degree in Industrial Engineering from the National University of Engineering in Lima, Peru. He obtained his Master’s degree (MSc) in Industrial Engineering from the Pennsylvania State University, and his Doctorate (Ph.D.) in Operational Research and Social Systems Sciences from the University of Pennsylvania. In Peru, he has been the Founder and Executive Director at GRADE; advisor to the Ministers of Industry, Foreign Affairs, and Education; and advisor to the President of the Council of Ministers and the National Planning Institute.

He has served as a professor at the Pacifico Business School from the Universidad del Pacífico and the Pontificia Universidad Católica del Perú (PUCP). He has been a member of the National Council of Science and Technology; principal investigator emeritus of the Foro Nacional Internacional; and strategy consultant to international organizations, government agencies, and private entities. He has been the President of the Board of Directors of the Science and Technology Program (FINCyT/InnóvatePerú); a member of the Board of Governors of the Canadian International Development Research Centre (IDRC), a member of the International Advisory Council of the Lemelson Foundation; and a member of the Board of the International Institute for Environment and Development (IIED).

Additionally, Fransisco Sagasti was the Director of the Agenda Perú Program at Foro Nacional Internacional; Chief of the Strategic Planning Division at the World Bank; and President of the United Nations Advisory Committee on Science and Technology for Development. He was a visiting professor at the IE Business School in Madrid, Wharton School of Business at the University of Pennsylvania, and Universidad para la Paz in Costa Rica. He has published more than 25 books and he has authored more than 150 academic papers.
