Forgotten Crises: A Conversation with the Secretary-General of the IFRC

The global humanitarian system is buckling under the intensity and frequency of compounding disasters and crises. Because of this, humanitarian organizations face exacerbated challenges to the fundamental principles guiding their work. Coupled with growing difficulties in securing access and safe operating environments, it has become increasingly difficult to deliver assistance to populations in need. 

This has led to the rise of Forgotten Crises - acute food insecurity and cholera outbreaks in parts of Africa, security-related crises in Sudan, Yemen, and Afghanistan, among others. These are examples of complex and protracted humanitarian emergencies that do not receiving sufficient funding or attention from the international community, leading to prolonged hardship and deteriorating conditions for affected populations. Despite critical efforts by humanitarian organizations, the funding gap for forgotten crises widens and international support steadily dwindles, jeopardizing essential delivery of assistance and leaving communities struggling in silence.

Speaker

Jagan Chapagain is the chief executive officer and secretary general of the International Federation of Red Cross and Red Crescent Societies (IFRC), based in Geneva, Switzerland. He brings decades of experience in building and leading inclusive teams and forging partnerships to address global challenges. An engineer by training, Chapagain began his humanitarian journey as a youth volunteer with the Nepal Red Cross and has gone on to lead effective and principled humanitarian responses around the world. Prior to being appointed secretary general, he served as undersecretary general for programs and operations at the IFRC. He was also previously chief of staff and regional director for Asia Pacific, where he provided leadership during large-scale humanitarian crises and helped to build resilient communities. This year, Chapagain will be the Wolk Visiting Fellow at Perry World House.
