The state of Sino-American relations depends not only on what each country's national government leaders and diplomats decide and do, but also on what each country's sub-national leaders--governors, mayors, business executives, nonprofit managers, university presidents, social entrepreneurs, and others--decide and do. From trade deals to cultural exchanges, from joint degree programs to city-to-city partnerships, sub-national relations can help to promote healthy competition, foster cooperation, create win-win partnerships, and avert costly conflicts. Together, the keynote speaker and panelists will offer multiple and competing perspectives on the importance, promises and pitfalls of sub-national Sino-American relations. This event will also serve to inaugurate the Penn International Masters of Public Administration (IMPA) program (www.upenn.edu/impa).
