Boyer is a Senior Fellow at the Penn Biden Center for Diplomacy and Global Engagement at the University of Pennsylvania and an Adjunct Professor at Georgetown University’s School of Foreign Service. During the Obama administration, he served as a Deputy Assistant Secretary of State for European and Eurasian Affairs and as the National Intelligence Officer for Europe in the National Intelligence Council.
